Can you shave these dogs?

Many people will shave matted dogs. In fact it is the most humane thing to do for the dog. I don't think that I'd shave down a double coated dog like your shepherd mix. Brushing them is better. Sometimes the hair doesn't grow back on shepherd mixes and shepherds when they are shaved down.
