Pokemon Vortex - Legendaries help!?

Okay so, i have played vortex for years now and i forgot the password to my old account so i made a new one. I'm trying so hard to find legendaries, i have all gym badges and beaten all the elite four. Completed all the events and still after hours of searching, nothing. I have not beaten the Cipher and do not know whether that it is necessary, if so, please include in your answer a team i can use, thanks
