English springer spaniel?

i have a 9 weeks old english springer spaniel he plays very aggressively and just want to bite everything and my kittens are scared of him , he doesn't like going out every time i take him out he won't want to play and scared of other people in the park and won't want to do his business outside but when he comes inside his like a wild puppy and does his business on the carpet and im starting to get frustrated because i have to clean the carpet everyday i have even made a little area for him and showed him that he can go toilet there but i turn my back and his is peeing on the carpet or pooing he eats all the kitten food and the kitten poo from their litter tray won't eat his own food. i reli need you peoples help i'm starting to lose it with him.
