Why does my boy dog keep humping my other boy dog?

He is dominating him, the humping and growling is how he asserts himself. If you haven't already both dogs should be neutered. Otherwise you need to work on socializing these two and training the dachshund to back off of the spaniel on command. Humping can become a very difficult habit to break if you don't address it early.
